But then you have 4 points left to spend on other things, unless you get rid of a tactical, lethal, or secondary.

I think my class would be like this if I decided to run those 2 perks.

SMG-10 points no Lethal or Tactical

Slight of Hand-2

Marathon-2

On the Go-2

Steady Aim-2

Dead Silence or Off the Grid-2

I expect that setup to be used a lot, hopefully however, the map size will be large enough to provide plenty of counters.

That makes no sense at all. Absolutely no sense. I can't even fathom what made you think reloading while moving would be a "cheap" tactic.

Reloading while moving is not the same as what the perk does....I reload while moving all the time. I have never been able to reload while s-p-r-i-n-t-i-n-g however.

On the Go makes perfect sense. That's what bothered me most about COD before, you made the slightest move on your stick and your character would stop reloading. Dumb. Why wouldn't you be able to reload while running? And, btw, running in COD looks more like walking fast.

Only when people use both Lightweight and Extreme Conditioning do we see crazy speeds. But, most of the time, running in COD looks like walking fast. So, On the Go makes sense to me. With all the other perks that will create OP situations in Ghosts, On the Go is the least of my worries.
