We all blame Activision and Microsoft for this,but im sure the sony corporation with its vast resources could have made a bid for DLC.but didn't.

Popular, exclusive software on a console is more valueable than the console itself. Playstation should of negotiated to get the DLC first, at the same time, or not at all. The not at all to so Activision would have to forgo profit by making an agreement which favors Xbox.
