What to do when account is permanently banned (Black Ops 2)

Hello people, my friend just bought BO2 and when he tried to play Multiplayer he get message that his account is banned for online play, he only played BO2 during FREE WEEKEND before. I just checked his game profile, he have 0.37 K/D Ratio  HERE IS SCREENSHOT http://cloud-2.steampowered.com/ugc/...E3C304F10D166/ i doubt that someone who cheat or hack can have such bad score. I saw some guys with 38 K/D Ratio and still not banned
His steam account is http://steamcommunity.com/profiles/76561198078189344/ , and he is NOT banned from steam. BTW, Single Player is working fine.
I bought game for him, and dunno what to do now, im kinda tired of all this situation, but i guess there is way out so we can solve this problem.

He can enter Multuplayer, but when he click on ONLINE, he gets black screen and that BO2 avatar in lower right corner (like when game is loading or something). After 30 secs he gets message that account is permanently banned for online play.

And I know this guy and he never cheated I any game and sweared.

And I maked this discussion on Steam and they said that i'm not VAC Banned,that can just be Treyarch who banned him

And If you banned him,please unban him becouse hi is so boring.

I have seen the thread over on the Steam forums, and no one on here or the Steam forums will be able to help your friend.

Your friend has got to have done something to get themselves banned.
